METRO PROJECT LINKING BINH DUONG NEW CITY AND HO CHI MINH CITY KICKS OFF

Ahead of the upcoming administrative merger, the metro line connecting Binh Duong and Ho Chi Minh City, along with several regional infrastructure projects, is accelerating legal procedures and construction—signaling new momentum for regional connectivity.

On June 28, Mr. Vo Van Minh, Chairman of Binh Duong Provincial People’s Committee, confirmed to Tuoi Tre Online that the pre-feasibility study for the Binh Duong New City – Suoi Tien (HCMC) metro line has been approved by the State Appraisal Council, reviewed by the Government, and is being prepared for submission to the National Assembly.

Following feedback from government members, Deputy Prime Minister Tran Hong Ha assigned the Minister of Construction to act on behalf of the Government to submit the proposal to the National Assembly on June 26.

Binh Duong Province is tasked with coordinating with the Ministry of Construction to finalize the pre-feasibility study.

With a total investment of VND 46.725 trillion, Binh Duong’s People’s Council recently passed a resolution committing VND 16.725 trillion (36%) from the provincial budget. The remaining 64% (approx. VND 30 trillion) is expected to come from TOD (Transit-Oriented Development) zones—urban areas developed around public transportation nodes.

The province (or the newly merged locality) will allocate about VND 3 trillion annually for the project, prioritizing land clearance and initial TOD investment. The metro line will span over 29km with a designed speed of 120 km/h.

The route begins at Station S1 in Binh Duong New City (Hoa Phu Ward, Thu Dau Mot City), which is expected to become part of HCMC in the future, and ends at Suoi Tien Station (linked to HCMC Metro Line No.1) in Binh Thang Ward, Di An City—soon to be part of Dong Hoa Ward, HCMC after the merger.

As a nationally significant project, the authority to approve its investment policy rests with the National Assembly. Binh Duong Province has proposed several tailored policy packages and solutions to expedite implementation. The project is scheduled for 2025–2031 through public investment.

In addition to this first metro line, Binh Duong is also studying Metro Line No.2, connecting Thu Dau Mot City with HCMC. This line is expected to run over 21.8km from Station S5 (Metro Line No.1, Phu My Ward) to its terminus linking with HCMC’s Metro Line No.3 at Hiep Binh Phuoc Ward, Thu Duc City.
