BINH DUONG APPROVED FOR MASTER PLAN TO BECOME CENTRALLY-GOVERNED CITY BY 2030

Deputy Prime Minister Tran Hong Ha recently signed Decision No. 790/QD-TTg, approving the Master Plan for Binh Duong Province for the period of 2021-2030, with a vision towards 2050. Under this plan, Binh Duong is set to develop into a centrally-governed city by 2030, becoming a hub for modern industrial services and one of the dynamic, comprehensive development centers in Southeast Asia. The province will focus on leading advancements in science, technology, and innovation, and building a modern, smart, and sustainable socio-economic infrastructure following a green growth model, adapting to climate change, and protecting the environment.

The province aims for an average annual economic growth rate of 10% from 2021 to 2030, with a projected per capita GRDP of nearly USD 15,800 and a population reaching 4.04 million by 2030. Binh Duong will coordinate with national and regional development programs to expand transport connectivity, especially with seaports, international airports, and border gates, and to enhance cooperation in science, technology, and human resources to drive a new development ecosystem. The plan emphasizes developing green corridors along the Saigon and Dong Nai rivers, promoting a “green” Binh Duong that balances human and natural harmony through sustainable infrastructure and urban planning.

The Master Plan also outlines the division of Binh Duong into three dynamic development zones. Thuan An and Di An will be transformed into modern urban areas with high living standards, while ecological corridors along the Saigon, Dong Nai, and Thi Tinh rivers will be preserved and expanded. New urban and service areas will emerge in Tan Uyen, Thu Dau Mot, Di An, and Thuan An, while existing urban areas will undergo revitalization. Logistics activities will be relocated to strategic locations along Ring Road 4 and Ho Chi Minh City to support sustainable growth.
